East end elementary schools take a hit in latest Fraser Institute report card

East end elementary schools have been given a C+ by the Fraser Institute in its annual Report Card on Ontario's Elementary Schools released earlier this week.

While 16 of the area's 32 French and English public and Catholic schools included in this year's report saw at least 85 per cent of their students either meet or exceed the provincial average on the 2013 EQAO province-wide tests, only 11 of them, or about a third, saw there scores improve over last year.

Leading the way with an overall score of 8.5 was École catholique Arc-en-Ciel in Fallingbrook which had 98.7 per cent its students either meet or exceed the provincial average on last year's EQAO tests. That's up from 79.8 per cent in 2012, making it not only the highest scoring school, but the most improved school as well.

Just behind Arc-en-Ciel with a score of 8.4 are École catholique La Source, which had 98.5 per cent of its students either meet or exceed the provincial average on last year's EQAO tests, and École publique L'Odysée in Convent Glen which had 96.3 per cent of its students either meet or exceed the provincial average.

Coming in third and fourth place are Brother André Catholic School in Beacon Hill with a score of 8.0, and Chapel Hill Catholic School which is tied with École catholique Etoile de L'Est, which is also in Chapel Hill, at 7.9.

Rounding out the top 10 are École publique Le Prélude in Chapel Hill South with a 7.7; St. Clare Catholic School in South Fallingbrook with a 7.5; St. Theresa Catholic School in Avalon with a 7.4; École catholique Ste-Marie in Blackburn Hamlet with a 7.4; and école publique Des Sentiers in Avalon and Good Shepherd Catholic School in Blackburn Hamlet with a 7.2.

For the first time since the Fraser Insitute started issuing the report card, no school from the Ottawa-Carleton District School Board was able to crack the top 12. In fact, you have to go all the way down to number 15 to find Maple Ridge Elementary School which was given a 7.0, down from the 7.6 they received last year.

Of the seven OCDSB schools included in this year's report card only two of them -- Avalon and Dunning Foubert -- saw their scores improve over last year.

The Report Card lists standardized-test results in reading, writing and math for Grades 3 and 6 from 2007 to 2013 and then uses the data to rate and rank the 3,030 elementary schools included in the study.

Of the top 10 schools in Ottawa, Arc-en-Ciel is ranked fourth and L'Odysée is ranked fifth.

The scores are based on a combination of factors including the results of last year’s EQAO scores in reading, writing and math for Grades 3 and 6; the gap between the male and female results (the wider gap the lower the score); and the percentage of students who failed to meet the minimum provincial standard.

As a group the English Catholic board schools received an average mark of 6.8, while the English public board schools received an average mark of 6.0. By comparison, the 12 French Catholic board schools received an average mark of of 6.9 and the four French public board schools received an average mark of 7.1.
